Re-evaluates a CPQ proposal's pricing after something upstream changed (e.g. the CPQ template/formula was edited, product/material pricing changed, or job measurements were updated), without re-running the whole proposal-creation flow. Reuses the same formula/line-item engine as proposal generation and runs fully synchronously (no job queue) so the caller gets immediate results.

Only valid for estimates with estimate_status DRAFT or AWAIT_RESPONSE, with a CPQ-type proposal_template and a linked job. If the estimate was AWAIT_RESPONSE, it's pushed back to DRAFT as part of the recompute.
