Creates a per-(job category + job status) email/SMS template auto-sent to customers on job status change. Distinct from the CRM Customer entity. Despite the route allowing ADMIN or TL, the controller itself only permits ADMIN — TL users are rejected in practice, a real inconsistency to be aware of.
